No one among the group of spnsors has the special interest background that is usually found among those who write the reports, studies and proposals for new legislation, particuarily legislation as massively transformative as the charter for the Maine Space Corporation.
§13201. Maine Space Corporation established
The Maine Space Corporation is established as a body corporate and politic to carry out the purposes of this chapter. The corporation shall leverage the State's geographic, rocketry, manufacturing and higher education assets and capabilities to establish the State as a national and international industry destination and an authority in launching small launch vehicles and small satellites into polar orbit by: [PL 2021, c. 631, §1 (NEW).]
1. Properties. Acquiring and managing properties within the geographic boundaries of the State to develop and operate the Maine Space Complex and its ancillary facilities;

2. Permits. Facilitating the acquisition of permits for launch sites from the Federal Government in order to host launch providers;

3. Workforce. Facilitating the creation of a highly skilled workforce and attracting and retaining young workers in a new space economy. The corporation shall work closely with the University of Maine System, the Maine Community College System, career and technical education centers and regions and satellite programs, elementary and secondary schools and other organizations in the State to ensure education, training and recruitment programs are in place for the primary purpose of ensuring the availability of a highly skilled workforce to support the State's new space economy;

4. Facilities. Providing facilities for research and development; small rocket and small satellite manufacturing, integration, testing and evaluation; and education and tourism;
So who wrote the proposal?
That’s on a need to know basis! Top secret government information!
All the public gets are articles like this , telling us that there was a proposal that became the act, but offering no further information than needs to be said to make it sound like a reasonable process. Only the overlords need to know who made the proposal that became the law.
Senator Mattie Daughtry sponsored The Maine Space Corporation- She was elected to the Maine House of Representatives in 2012 as the youngest female legislature elected at the time.
Although Daughtry has an early involvement with politics, she does not appear to be familiar with the Maine Constitution even though our elected representatives are required to take an oath to uphold the Maine Constitution. Maybe they should also be required to pass a test on the Maine Constitution as evidence that they have read it.
For Instance! Article IV Part Third Section 14 of the Maine Constitution!
Section 14. Corporations, formed under general laws. Corporations shall be formed under general laws, and shall not be created by special Acts of the Legislature, except for municipal purposes, and in cases where the objects of the corporation cannot otherwise be attained; and, however formed, they shall forever be subject to the general laws of the State. (emphasis by author)
Daughtry was elected to the Maine Senate in Nov 2020 and In February 2021 became Assistant Senate Majority Leader.
The Maine Space Corporation was codified into law in 2021, whether it was before or after Daughtry was elected as a Senator, the information does not tell us, but after Daughtry was elected and appointed as Assistant Majority Leader, she sponsored the bill to enact the Maine Space Corporation in 2022,a year after The Maine Space Corporation was codified into law in 2021!
